Boys & Girls Club of Greater HolyokeWeed and Seed, a community-based strategy sponsored by the U.S. Department of Justice (DOJ), is an innovative, comprehensive multiagency approach to law enforcement, crime prevention, and community revitalization. The Community Capacity Development Office (CCDO) oversees the Weed and Seed effort.

The Boys & Girls Club of Greater Holyoke is the lead agency for the Holyoke Weed and Seed effort. The Holyoke Weed and Seed target area consists of Census Tracts 8114 through 8117 and represents the area bounded by Resnic Boulevard, Beech Street, and the Connecticut River.

The Boys & Girls Club has several program sites in the target area, particularly in Holyoke Housing Authority properties, and provides the "Safe Haven" for the Weed and Seed program.

Holyoke Weed and Seed is working on the following projects at present:

  • providing employment workshops for people returning to the community from incarceration (CareerPoint)

  • providing referrals and preparation for young people who have left school and would like to obtain their G.E.D. (New England Farmworkers Council)

  • offering help with homework, access to computers, recreation, field trips, and a safe place to be after school (Boys & Girls Club of Greater Holyoke)

  • improving neighborhoods with better trash pick-up, lighting, and other safety measures (the Mayor's Office, Department of Public Works, Board of Health, Holyoke Housing Authority, the Holyoke Landlords Association)

  • providing a regular police presence so that Holyoke residents feel safer (Holyoke Police Department)

  • offering activities for teens, such as the teens vs. police basketball game (Boys & Girls Club and Holyoke Police Department)

Mission Statement

The United States Attorneys serve as the nation's principal litigators under the direction of the Attorney General. There are 93 United States Attorneys stationed throughout the United States, Puerto Rico, the Virgin Islands, Guam, and the Northern Mariana Islands. United States Attorneys are appointed by, and serve at the discretion of, the President of the United States, with advice and consent of the United States Senate. Although the distribution of caseload varies between districts, each has every category of cases and handles a mixture of simple and complex litigation. Each United States Attorney exercises wide discretion in the use of his/her resources to further the priorities of the local jurisdictions and needs of their communities. United States Attorneys have been delegated full authority and control in the areas of personnel management, financial management, and procurement.

  • the prosecution of criminal cases brought by the Federal government;

  • the prosecution and defense of civil cases in which the United States is a party

  • the collection of debts owed the Federal government which are administratively uncollectible.

Holyoke Juvenile Court

 

Introduction

The Massachusetts Trial Court was created by Chapter 478 of the Acts of 1978. Before that time, all trial courts in the Commonwealth, (except the Land Court that was a state court), were county or local courts funded through the counties. The 1978 statute reorganized the courts into seven Trial Court Departments: the Boston Municipal Court, the District Court, the Housing Court, the Juvenile Court, the Probate and Family Court and the Superior Court, as well as the Land Court. Administrative Justices became responsible for the administration of each court department. After 1978, the judges of all departments received the same salary and benefits from the state and all became state judges.

The 1978 statute created a central administrative office managed by a Chief Administrative Justice who was also responsible for the overall management of the Trial Court. The statute charged the central office, now called the Administrative Office of the Trial Court, with developing a wide range of centralized functions and standards for the benefit of the entire Trial Court. Not the least of these was the development of a budget for the Trial Court, central accounting and procurement systems, and personnel policies, procedures and standards for judges and staff who were formerly employed by counties. Over time, the Trial Court became responsible for the management of its facilities, security, libraries, automation and many other matters.

In 1992, the Massachusetts Legislature enacted a second court reorganization bill: c.379 of the Acts of 1992. The structure of the Trial Court remained the same: seven departments, each with a Chief Justice, rather than an Administrative Justice, and a central office headed by a judge to be known thenceforth as the Chief Justice for Administration and Management. The 1992 statute greatly expanded the Juvenile Court Department and ended trial de novo in the District Court Department. The Act further expanded the duties and the responsibilities of the Chief Justice for Administration and Management.

In 2003, the Massachusetts Trial Court, under the general superintendence of the Supreme Judicial Court, is still made up of the seven departments, each with its own administrative office, the central Administrative Office (consisting itself of eight departments), the Office of the Jury Commissioner and the Office of the Commissioner of Probation. There are three hundred sixty-two authorized judicial positions in the system. Trial judges sit in more than one hundred thirty locations across the state. The Trial Court employs more than 7,000 people. It is an institution that has a short recent history but has the benefit of the illustrious traditions and history that each of its constituent departments and courts brought to it in 1978.

 

Jurisdiction:

The Juvenile Court Department has general jurisdiction over delinquency, children in need of services (CHINS), care and protection petitions, adult contributing to a delinquency of a minor cases, adoption, guardianship, termination of parental rights proceedings, and youthful offender cases.

The Court Reorganization Act authorized the establishment of a statewide juvenile court. There are eleven divisions of the juvenile court with sessions in more than forty locations. The names and territorial jurisdictions are contained in G.L. c.218, s.57.

The New England Farm Workers' Council offers a wide range of services including adult educational classes. We offer a Spanish Pre-GED/ESL class, and an ESL/Workplace Skills class. " Juntos" is Spanish for "together", and to collaborate is to work together for a common goal. The Juntos Collaborative is a group of adult education programs that share the goal of helping adults in Holyoke to get a free, high-quality education. The partners offer coordinated, comprehensive course sequences in Bilingual/Native Language Literacy, English ABE/ASE, and ESOL, along with counseling/referral services including college and vocational transition, to adult learners in Holyoke. We have been sharing an Adult Basic Education grant from the Massachusetts Department of Education since 1995.

The Juntos programs cooperate instead of competing with each other. Teachers from the different programs work together to improve our lesson plans and teaching skills. The program coordinators meet once a month to talk about how to make our programs as strong as we can. We share a common Advisory Board that helps us think about the best way to meet the needs of the adults who study with us and helps us work on long-term planning for adult education in Holyoke. Finally, every year we hold a large event called "Juntos Learner/Teacher Day" in which we bring together participants and staff from all of our programs to get to know each other and think together about a common theme.

The Holyoke Public Schools serves as the lead agency for Juntos. The partners are the
HALO Center, the Care Center, the Community Education Project (CEP), Holyoke Community College ABE to College Tutor/Mentor Program, Massachusetts Career Development Institute/Holyoke (MCDI), and the
New England Farmworkers' Council (NFWC).
